SIA Licence Holders Under Scrutiny

Recently there have been many questions as to the credibility of some SIA licence holders. Among several investigations and SIA licence suspensions there is a crackdown of businesses to provide proof of adequate SIA licences from all required persons.

The Security Industry Authority (SIA) has been empowered by the Private Security Industry Act 2001 to regulate and raise standards in manned security positions and other affiliated areas. According to the SIA, it is required by law that all door staff must have a valid SIA licence. It should either be displayed or readily available upon request. It should also be understood that even in-house venues are required to have all door staff licenced with proper SIA licences but the venue manager is also required to possess an SIA licence as well.

Earlier this year, 211 SIA licences were suspended, pending revocation, for misconduct by a London based centre, Tristar. Tristar was accused of malpractice which negated the qualifications for each SIA Licence. With the SIA Licences having been suspended because the qualifications had been withdrawn, each person that was holding a licence from Tristar is in a position of having to retake the course from another accredited centre within 90 days in order to prevent their SIA licences from being revoked.

An Edexcel spokesperson said, “Edexcel takes any abuse of our qualifications very seriously. We received allegations of malpractice within Tristar and carried out a thorough investigation, including forensic analysis of test papers. We found substantiated evidence of malpractice and consequently we withdrew over 200 Level 2 BTEC Awards in Door Supervision and removed the centre’s accreditation.”

In the past few years there have been numerous cases of some door staffing agencies sending out individuals without proper SIA licensing. In these situations it was certainly an issue that all parties were aware of their lack of licensing and continued to work. Those who refuse to be complicit with the SIA licence law but continue to provide services should be aware of the consequences. When individuals or companies are not in compliance with the SIA licensing requirements, they are often given ample opportunities to correct the problem before serious sanctions are taken.

In the situation with Johnny Daniels, he provided security detail to a well know construction company but refused, on numerous occasions, to produce his SIA licence. Many of the security officers that Daniels provided did not have proper SIA licences and surprisingly, Daniels had not even obtained a licence for himself even though he has completed all other requirements. Daniels was sentenced to a total of 18 months in prison. 12 months for money laundering and 6 months for providing un-licenced staff under the Private Security Industry Act 2001.

Last week, several venues in Hackney were inspected by SIA investigators and 39 of 41 people held proper SIA licences. 1 door supervisor was promptly arrested for working illegally with a fake SIA licence. A security director is also being investigated for not obtaining a non-front-line SIA licence for deploying security staff. The remained had valid SIA licences, however, minor infractions were noticed and warnings were issued. The SIA has gone to such lengths to ensure venues are following licensing regulations for their door staff and management, which is required by law.

In total during a 3 month initiative, 156 people were inspected across a span of three boroughs. Only two other door supervisors were found to be working illegally and 20 others had breached SIA licensing conditions, usually consisting of minor infractions.

SIA Head of Investigation Jacquie Parker said: “This campaign has been very successful. The public deserves and should expect to see only trained, qualified and SIA licenced door staff working to create a safe environment at pubs and clubs. We will be following up on the issues found during these operations and I look forward to working with the Metropolitan Police in the future.”

The SIA is urging all employers to check for appropriate SIA licences and anyone that knows of any misappropriation or misrepresentation should report it immediately.
